Technically, the rule is that the player needs to score more than one point higher than statistically expected for a particular norm level vs. the opposition faced. A simple performance rating at a particular level does not earn that norm. I recently had a tournament performance rating of 1981, but my score of 3.0 vs. the opponents I faced earned only a category 2 norm, despite the category-1-level performance rating. To be over a full point above expectations, I would have needed a score of 3.5 (a performance rating of 2143) against those same opponents. (Performance ratings calculated using the USCF online estimator).
